A measurement system for the assessment of learning in schools


Italy, although lagging behind other advanced countries, has undertaken the towards greater autonomy of individual schools as a model organization of its education system. However, the transition is still far from complete for at least three reasons. First, the same total expenditure, the resources transferred to local level are inadequate to the tasks assigned. Second, the decision-making and their responsibility within the schools are not yet fully defined. Thirdly, the transfer of decision-making autonomy to individual schools, in terms of training provision, management of human resources and financial administration, must go hand in hand with the establishment of an evaluation system to permit the measurement results depending on the choices made.
